L.G. Rudenko · 1995
Rudenko describes the planning of a single-volume National Atlas of Ukraine by the Institute of Geography and the national geodesy, cartography and cadastre authority during an economic depression. He connects the project to Ukraine's independence, changing economic relations, environmental deterioration and demographic concerns. The proposed atlas combines maps at different scales with texts, charts and space imagery, covering territorial and state history, natural conditions and resources, population, the economy, social infrastructure and environmental conditions. Its ecological section is intended to assess human impacts on nature and consequences for human health. Paper and electronic forms were being developed concurrently; the account describes plans, not the completed 2007 publication.

Printed around the turn of the year 2007/2008, the National Atlas of Ukraine could be presented to the public in the following spring. It presents itself as a fundamental cartographic work that corresponds to traditional conceptions of such an atlas while simultaneously being at home in the modern era with its content. The typical topics, or those relevant to Ukraine, are addressed in six chapters. The most extensive is that on the country's natural environment (321 maps), followed by that on the population (181 maps); all main maps have scales of 1:2.5 million and 1:4 million. In the present article, the scientific-methodical processing foundations, the specifics of the content in detail, as well as the intended and slowly emerging significance of the atlas are presented. Since the work is not only available in bound form, the electronic version is also briefly discussed. At the end, the continuation of work on and with the atlas is addressed.

In 2007, with the support of the state, scientists of Ukraine implemented their work on the creation of the first National Atlas of Ukraine. The main leitmotif was the combination of methods of classical cartography with modern technologies of its preparation for publication in paper and electronic form. The concept of creating the Atlas was developed at the Institute of Geography of the NAS of Ukraine (IG NASU) and implemented through a special Decree of the President of Ukraine.
New knowledge about nature, society and economy of Ukraine in the Atlas is reflected in six thematic blocks: General description of Ukraine, History, Natural conditions and resources, Population, Economy, Ecological state of the environment. The 440 pages of the publication contain 875 maps and a significant amount of information products (text to Atlas blocks, graphics, tables, photos).
The systematic of mapping is ensured in the cartographic images of interrelated objects, in particular in the geometric correspondence of certain of its graphic elements and, accordingly, in the elements of legends (explanatory signatures) of the agreed maps. The basis of systematic display of content and certain details of information is provided by standard base maps with fixed scales.
In preparation for the plans to create the National Atlas of Ukraine, in 2000 its pilot electronic version was developed in cooperation with “Intelligence systems-GEO” LLC. This pilot version of the Atlas was published on CD in Ukrainian and English under the name “Atlas of Ukraine” with a circulation of 1500 copies and is widely distributed not only in Ukraine but also abroad.
