The authors recount the compilation and restricted distribution of the 1981 Atlas of Lithuania, published in Lithuanian and Russian at the Minsk Cartography Factory with a circulation of 10,000. They credit V. Chomskis with directing the preparation of map originals and report that 187 institutional and independent contributors participated. The atlas's 18 chapters cover natural conditions and resources, population, the economy, social services and history. According to the account, Soviet restrictions prevented publication of most historical maps outside the Soviet period. The atlas was marked “not for public use”: institutions could purchase it, while individuals could not. The authors state that it nevertheless contained more information than atlases marked “secret” and link its restricted availability to the subsequent preparation of a separate atlas for public use.
